(comment)	Apparently, according to our QA man who came looking for a translation, this has become a well-known term in Japanese QA circles, but he believes it's so far generally unknown in English. 
It's not in EDICT et al., and he couldn't find anything on line elsewhere. It means developing a relationship with other ("horizontal" as opposed to vertically-related) groups at a similar level within the company in the course of addressing a quality issue. 
If anyone can offer a succinct translation that beats the one I have proposed, I'm open to suggestions!
