I have never hear 同時に used to mean "on the other hand". Further, www.alc.co.jp doens not show this meaning.
Incidentally, I would add the meaaning "simultaneously".

(comment)	(the offered definition did not match the usage in the document I was working on, which classified businesses into general, government/public, service, where the term in questions was in the second category. a lawyer working for the public weal (which sounds like a direct translation) does not fit in this context at all.
