(comment)	As the "present" of "present state of affairs" depends on the 
context and tense in which 事態 is used I think it might be 
better off shown in a more optional way. (hence the brackets)
For a couple of more concrete examples
彼は最悪の事態に備えておく必要がある。
It is necessary that he should prepare for the worst.
 -> potential future state of affairs
最悪の事態はもう終わった。
The worst is over.
 -> past state of affairs

(comment)	The two meanings given are obviously different enough to be classified as different senses.
The existing examples are all sense (2) except for one where
'分子' seems to be used as 'element' although 反逆分子 could possibly be entered as a separate word meaning 'renagade'.
政党の主な方針を守らない政治家は、だれしも反逆分子として、烙印を押されるだろう。
Any politician who does not toe the main party line would be branded a renegade.
