and could easily be replaced with "cut off" and preserve the meaning.  The meaning of "quarantine" seems off the mark to me and is not hinted at in the definition or compound words found in my Daijirin so I'd venture a guess that if it is another possible meaning, even most Japanese are unaware of it.
