This is a poor and depreciating rendition. It requires some explanation accordingly.
First of all, a 浪人 is, literally speaking, a wandering samurai without a master. Many, many fine students spend a few years preparing for the university entrance exam as 浪人, enter their university of choice and graduate later with honors. I know too many to depreciate them.
