Definitely a P marker. Heard too often too comment, though one must be careful in usage. Kind of like 嘘 【うそ】 (n) lie; falsehood; incorrect fact; inappropriate
I remember my response when someone who first said that to me and I understood it to be "lie". Hey, can I count the ways I really love dictionaries.

(comment) 順守 is the more common kanji and means the same as 遵守, so perhaps these should be merged. There are currently three entries for 遵守 as じゅんしゅ.
There is also a そんしゅ which does not seem to exist, according to all the dictionaries I have looked it up in, so I think somebody has guessed the reading, as that kanji only has the reading じゅん. See entry second from bottom on starscafe link.

(comment) The current entry omits こうとう in the kana reading. The English acronym, which is also the common term of reference in Japanese, is FASID (not sure if you can add that). "the" is usually used before "Foundation" when the full name is used in a sentence. Finally, it is of course a proper noun, not a common noun, but I could not find that option in the part of speech field.
