Here it doesn't mean "never" so much as "again".

With _negative_ verbs it is used to mean "never ___ again". The negative meaning is certainly the most common (over 160 example sentences).

CommentWhat I have always heard/used for schizophrenia was 精神分裂病 (a bit long-winded) or more simply 分裂病. I don't see either in Edict.

Again, I don't speak with certainty lest I be in science, medical, psychological, educational or business "worlds", slang and daily conversation being the obvious exceptions to that rule. Hope this helps.
