CommentYou can see from both usage examples and other dictionary references that the primary meaning of 口述する is to dictate, not just to make a statement verbally. Besides which, "verbal statement" is a pretty 曖昧なdefinition. Is that supposed to mean the kind of verbal statement the police take? Or just any indicative information conveyed by speech? This probably warrants some further investigation, since my experience has its limits, but I've never seen this word used to mean anything but "dictate."
