I don't think so. Only the writing (表記)is 歴史的. Since the yomikata みやこをどり will be pronounced みやこおどり anyway,I don't think there's any point in showing the yomikata with を.

BTW, there's an interesting story about a discovery that some young NSJs pronouncing を with a "wo," not "o" sound.

I've given it some more thought, and I'm now becoming confused. Is "Reading" supposed to show actual "pronunciation" or "ひらがな表記" ? I thought it was pronunciation, and therefore recommended against including みやこをどり as a reading. But if it is merely hiragana 表記、then perhaps it should be みやこをどり and not みやこおどり. The readings for the を、へ、and は for some entries show writing (表記), not pronunciation. Ex: The reading for 愛嬌を振りまく is given as あいきょうをふりまく. If the reading is to show the pronounciation, it should be あいきょうおふりまく. As I said, I am totally confused. Perhaps we should follow 大辞林 and show both みやこおどり and みやこをどり as readings?

Editorial Comment It's really the kana 表記, which is why I suggested putting を for お (if I strictly had pronunciations, I'd have わ and え instead of は and へ for the 助詞 in entries.)
