CommentI haven't made any amendments, but either the POS marker is incomplete (needs "adj*"), or the "democratic" gloss is wrong. However, it seems that "democratic" is actually 民主的な [1,2].

I couldn't find any sources to support "the head of the nation", although direct translation of the characters (民 = nation, 主 = lord) suggests it may be correct.

Use in a negative sentence (ala sense 2). We have no examples in the Tanaka Corpus and if we grant that it is sometimes used in negative sentences I wonder whether it really needs a separate sense.

The distinction between (3) 'whenever' and (1) 'any time' is a bit vague for me.

大辞林 only has two senses. It makes a distinction between continuous and discontinuous usages.
