The main point for your dictionary is a parsing problem
元 + 長官 former + government minister / former + head of ministry
元長 もとなが I don't know, but minor personal name
+ 官

I have Japanese guests in my house at present, and they
seem to agree that 元長官 "former minister" correlates
fairly closely with "corruption scandal".

in the same article, 総連 or 朝鮮総連 is an abbr. for
(some Korean) general association with a juicy forgery
scandal involving former minister Ogata Shigetaka

Editorial Comment I have problems with the translation. 長官 is someone like a civil service department head or bureau chief - not a minister. Also while many of the current news reports about politics in Japan right now are about curruption, I don't think there is an implication of corruption about the term 元長官, any more than the term chancellor in German means a war-monger (although a certain one was.)

There is no corruptive implication in these examples of 元長官 and 元総理。
CommentIt is regrettable that there are so many former high government officials are involved in corruption scandals, but that does not mean that the words starting with "元(もと)" have acquired a corruptive implication. 元 in such words simply means "former," as in 元知事、元総理、元大統領、etc., and, as such, I wonder if it is really necessary to list in EDICT all these words that start with 元. ( " (n,n-suf,n-t) (2) (元 only) former; (P)" already exists in EDICT.)
