1) very common
or
2) interesting (which includes weird, confusing, idiomatic etc.)

I thought that 14,000 doesn't quite qualify for 1)
and 意味が通らない wasn't particularly interesting.
So, although I wouldn't suggest taking it out, I wasn't that
keen on increasing its coverage either.
