Commentall kokugo dictionaries combine this with

遣う 【つかう】 (v5u,vt) to dispatch; to despatch; to send; to donate [V][G][GI][S][A]

without any real hard-and-fast restrictions

kojien says:
◇広く一般には「使」を用いる。金銭をつかう、心を働かせる、技や術を巧みに操る意のとき「遣」も用いるが、動詞形では、「気遣う」以外は「使」がふつうになっている。

which seem to be the criteria by which progressive waei splits.

no dictionary has these senses:
to dispatch; to despatch; to send; to donate

i think the first three are versions of sense 2 above, and the last one is a version of sense 3 above

i also have no idea where this came from:
to practise (fencing)/to practice (fencing)

perhaps from ("to use a sword"?)

these seem to fit nicely under the sense 1,:
to take (one's lunch)/to circulate (bad money)

but all kokugo dictionaries, as well as progressive create a special junk category for these idiomatic senses, so you might wish to add one of those

English 1(13) (as 〜うとする,〜ようとする) to be just about to/to be just starting to/to try to/to attempt to
Referencekoj, daijr, daijs, prog, nc
Commentdecided to split the "to do" and the "verbalizing suffix" senses as kojien does (to keep the first sense clean), but they could be combined if you wanted to do so.

i would hope that "to play" is sufficiently covered under senses 1 & 11, and "to practice" (which i assume means "to practice law/medicine") is sufficiently covered under sense 3, to keep them out, and keep these senses clean. but they can be readded there if you like

speaking of which, these entries:
