Comment"hold in the mouth" is the very first sense given by meikyo, which is a pretty small dictionary and doesn't generally seem to include archaic/rare stuff

CommentI presume sense (3) is the following (from 大辞林). Because that's the one that looks most like an (aux-v) to me.

(6)動詞の連用形に「お」を冠したものや漢語サ変動詞の語幹に「御」を冠したものの下に付いて、…して下さる、…していただくなどの意を表す。
「お早くお乗り―・います」「わざわざお越し―・ったのに留守で失礼しました」「タバコは御遠慮―・いたい」「どうぞ御安心―・います」

The distinction between (1) and (2) is less clear to me. Possibly the difference is that the desire in (1) is not addressed to anyone, while in (2) there is an object of the request that is supposed to have the ability to grant it. (On that basis atheists and agnostics might suggest "to pray" belongs with "to hope" under sense (1))

Anyway I'll try splitting up (1) and (2) under that assumption.

CommentNot knowing exactly what Fair Trade Commission means in English, I looked it up on Wikipedia. It might be good to add that this agency (in Japan) functions to thwart the formation of monopolies. Wikipedia:

The is a commission in the Japanese government responsible for enforcing Antimonopoly Law. The commission is commonly known as Kōtori (公取) or Kōtorii (公取委). Note that the first two explicitly state 口に (in other words the 'in the mouth' would be superfluous). I have not found any examples _outside_ of dictionaries like 「マウスピースを―」

Editorial Comment I don't agree that the "in the mouth" is superfluous. All my JEs (I have 3 biggish ones) have this as a distinct sense, e.g. GG5: 1 〔口に入れる〕 keep [hold] sth in one's mouth.
I think the point is that for holding something in one's mouth you use 含む. That needs to explained.
