CommentCurrently 心肺停止 is missing from WWWJDIC (will suggest it in a second). From what I can gather in newspapers and such, both forms are used, with 心肺停止状態 corresponding to "(in) a state of ~". I edited the English meaning to reflect this, and to differentiate from the new 心肺停止 entry.

Also, it seems that 心肺停止 is "cardiopulmonary arrest", the failure of BOTH lungs and heart, rather than heart OR lungs (previous English meaning for this entry).

CommentLooking at the dictionary links the distinction is that
(2) is something that has been typed up and gets submitted to be considered in some committee, executive or governmental body.
(1) is what's in someone's head that gets proposed in conversation.

The distinction in meaning between 'plan' and 'idea' in the previous entry wasn't really supportable when it comes to assigning senses.
