the sentence used was:

the proper parsing for that is

not:
[𤬤ʤ][¤񤷤]...

that's why most of the web hits are returning "¤ꡢ񤷤"

and here means something here along the lines of "as long as ..."

i think "𤬤ʤ¤񤷤" would mean something like "it's difficult if you/he/she/they don't have a [good] reason"
