CommentI'm not sure about kanji writning 回す in the context of dialing numbers, but probably it derivatest from "rotate" and old mechanical phones with spinning part. Also according to other materials, translation may be extended by adding "to give, to pass over" (another (number) or extension of (2), to circulate, to send around)

I could not find the string in any reference books, but it does come up quite a lot on Google.

The scholarly Japanese author had written it like this: '人口湖 (reservoir)'.

A more standard word for reservoir may be '貯水槽' so I assume that the author did not intend to use the standard word and, in stead, go for '人口湖' with some clear intended purpose.

In similar context, with regard to your suggestion about trying '大口客優先' in the "Translate Words" option, the "Translate Words" is very useful, but it still leaves me with the question of whether '客' is more a part of the first two kanji or part of the last two. However, perhaps I am looking for too much certainty, rather than just accepting that the clues are sufficient to understand what is intended. However, it does seems that the "Translate Words" option often gives more help on the individual readings and meanings, rather than on the total concept of kanji combinations. For example, with the above submission, I have the parts clearly in my mind, but if the author had intended some special meaning by the combination, I did not pick that up in the "Translate Words" option.

In passing, I would like to say that I also like the [T] link in the Tanka Corpus section because when one is faced with such a mass of text, it is good to be able to hold all the text together under one's eyes and also see the readings and meanings; and, as you know [by your design], it is easy to jump back and forth.

Perhaps some combination of your plan for a separate file of "doubtful/disputed" draft entries, where things could be lodged; together with Rene's suggested use of a 'Tanka Corpus type' of home for some of the odd submissions; blended with the "Translate Words" option; and a touch experimental flare may open a route to the grey area of striking a balance between being useful to beginners and, yet, still having a sound and defensible policy on lexicographic matters.
