CommentI think that Rene has hit the nail on the head with, 'That would be ... a "human mouth lake", as opposed to 人工湖, which would be a "man-made lake".' That is: it is the reservoir which normally provides the drinking water [indeed, we often hear the complaint that all the water from the reservoir which has been treated for human consumption is also wasted on washing cars, flushing toilets, etc., etc.].

Following Rene's comment, it now makes more sense than it did before. When I first saw the word, I was bogged down with ideas like 'population' and 'common talk'.

Many thanks for that, however, having read the comments, I think that I would use the safer '人工湖' or '貯水槽' if I were referring to a reservoir.
