Commenti think "to have a fifty-fifty (chance)" is wrong without a specific context, and probably just plain wrong

"to balance" and "to cancel each other out" have a nuance of something "being a wash" that i'm not sure is appropriate here (although it might be). does progressive's example sentence imply that you can't really criticize the governor, like the english phrases suggest?
