CommentI am a little reluctant to comprehensively amend the above because I do not want to add to your work load in the event that you should think that my amendments could be made better by one of your experts. The basic meanings above are all right, but there is scant help as to normal usage. In addition, one finds "と" frequently in situations like the following:-

...世界の中だけだ、と 主張される方も、....

When one tries to find out if there is any functional difference between "、と" and "と" in the meanings given in one or more of your (1-6), as shown above, I have to say that I have not come across any hint that there is. However, I could speculate upon various shades of differences in meaning, even in spite of the fact that it is often stated that "、" is simply a pause and of no other significance in the context of using "と" or anything else.

However, compare your scanty entry for this very important headword "と" with the following extremely helpful entry for an archaic headword:-

"候 【そろ; そう; さう; す】 (aux) (See 候ふ) (arch) (pol) to be (auxiliary used in place of "aru" after "de" or "ni" when forming a copula); to do (auxiliary used in place of "-masu" after a -masu stem)"

With that entry, after searching, I leave the site with a very good understanding. With the entry on "と", I leave the site no better informed than I was when I began a search for a better meaning.

Commentit's probably just because writing a good, comprehensive article for such a diverse particle is a royal pain in the behind. "All About Particles" has 14 different senses for と... Meikyo has 21.

and then there's the sickening matter of re-sorting all those example sentences...

this entry could definitely stand to be improved though
