CommentThis is found in text which I have read. It gets some 17k Google hits and it may be good to promote it so that a translation can be attached. Your experts may come up with better words for the translation, but I believe that the meaning is clear enough. I have taken clues from dictionaries, but none that I have give the combined translation.

Also, if one adds prefixes, the number of Google hit jumps up. For example, "自由教育令", but I am not sure how far you may wish to go on that path.
